Cooling tower fill is designed to increase contact between circulating water and air, but this can only happen effectively when water reaches the fill section in a reasonably consistent manner. When water distribution is uneven, some areas of the fill can become heavily loaded while other areas are poorly wetted.
This problem is easy to miss because the fill itself may appear to be in good physical condition.
Uneven water distribution can appear in several ways. Some areas may show continuous heavy water flow, while other sections receive only a small amount of water. In severe cases, water can form preferential channels instead of spreading across the available fill surface.
This means that the nominal fill area does not necessarily equal the effective wetted area.
Changing the fill does not automatically solve a distribution problem. If the nozzles or distribution pipes are not delivering water evenly, the new fill will operate under the same upstream limitation.
This is especially important when replacing old fill because engineers may focus heavily on the condition of the old media while overlooking the distribution system above it.

That does not necessarily mean the new fill is defective. It may mean that the complete tower configuration needs to be checked.
Before installing replacement fill, inspect the support structure and distribution system. After installation, run water through the tower and check whether the fill is being wetted consistently before returning the system to normal operation.
This simple step can identify distribution problems before they are mistaken for a thermal-performance problem.
Cooling tower fill and water distribution work as one system. If the water does not reach the fill evenly, even a correctly specified fill cannot deliver its full potential.
